Renew your declarations of friendship before they expire. Why would you do this you say? Well if you know you’re going to vote a certain way, why not approach another Civ and establish some positive relations by having them pay you to vote exactly what you were going to vote anyway? They don’t know that’s how you were going to swing after all. You can sell World Congress votes to Civs which have a diplomat in your capital.
